  17. <p>     U.N. diplomats are abuzz about Saudi Ambassador Samir
  18. Shihabi's election as president of the General Assembly. The
  19. largely ceremonial post was expected to rotate to an Asian
  20. candidate. Where, then, did Shihabi get the fire in the belly?
  21. And how did he win so handily? Some officials believe the Saudis
  22. launched their candidate in response to a challenge from the
  23. delegate from Yemen, who had occasionally supported Saddam
  24. Hussein in the Security Council. U.N. sources also suggest that
  25. Shihabi's victory was cemented with some well-placed promises
  26. to a few impoverished countries. He was evidently so confident
  27. of winning that he and his entourage were seen inspecting the
  28. presidential offices even before the election took place.
